Abstract

Topics will include federal-regional and state policy changes, gainful employment, 90/10 rule, quality, mandates and accountability, accreditation, degree completion rates, cost of higher education, federal student loans, repayments and state scholarships, direct assessment in lieu of credit hours, tuition rates, credit transfer, net neutrality, and reliable broadband, new players, disability accommodations, and other reforms intended to create greater access and success in higher education, particularly through online learning. Audience participation will be encouraged and facilitated.

Lead Presenter

Dr. Bruce Chaloux is Director of Student Access Programs and Services at the Southern Regional Education Board in Atlanta, Georgia.  In this role, he oversees a number of programs designed to help students start or continue their education, from the Academic Common Market and Regional Contract Program for Health Professions to Adult Learning and degree-completion programs.  He founded and continues to direct the 16-state Electronic Campus (electroniccampus.org) the South's "electronic marketplace" for distance learning courses, programs and services, which has grown to include more than 30,000 credit courses and 1,000 degree programs from 300 colleges and universities in the region.  He also directs SREB's Distance Learning Policy Laboratory, which addreses policy "barriers" in distance learning.

Dr. Sue Day-Perroots is Dean of Extended Learning at West Virginia University.  At WVU, Day-Perroots currently provides leadership for off-campus instruction including an instructional technology resource center, online and on-site courses, as well as non-credit programming.  Her redesign and implementation of an entrepreneurial campus summer sessions program increased enrollments and fiscal return to Colleges.  Dr. Day-Perroots is currently serving as President of the North American Association of Summer Sessions.

Dr. Janet K. Poley is President and CEO of the American Distance Education Consortium (ADEC) headquartered at the University of Nebraska-Lincoln.  She is Treasurer of the Board of Directors for Sloan-C and a member of the ALN Steering Committee.  In her current position and prior service as a senior executive in the U.S. Department of Agriculture, she has managed major grant funded programs in communication, information technology, distance education and training funded by NSF, USDA, the Department of Commerce, the U.S. Agency for International Development, the W.K. Kellogg Foundation and the Alfred P. Sloan Foundation.
