Abstract

Montclair State University's Provost's Office, supported by the VP for Information Technology launched the Online Program Development Team (OPDT) in September 2010. This administrative unit works directly with deans, chairs and individual faculty to assist in the selection, preparation, launch and cultivation of fully online certificate and degree programs.

Extended Abstract

Throughout its history, Montclair State University has anticipated the evolving needs of the community it serves and expanded its mission and programs to fulfill its role as a public institution. The University acknowledges changes in the way knowledge is created and learning is delivered to ensure that the University will be very different in going forward than it is currently. The online program initiative is in concert with the strategic plan and the overall mission of the university. This presentation will chronicle the development of Montclair State University's Online Initiative: from course development to the launching of the Online Program Development Team (OPDT) and fully online program offerings. It will focus on OPDT's journey over the past academic year 2010-11. The presentation provides a roadmap for those thinking about launching online programs or in the beginning stages of online program development. The goals of the presentation are to describe OPDTs: Purpose Charge Composition Implementation Purpose The Online Program Development Team(OPDT) is an outgrowth of an initiative at Montclair State University to offer online courses. OPDT defines and enables coordination among individuals who are already interacting with one another and the faculty in the process of creation and delivery of fully online course offerings within many departments and programs. This initiative takes the process an important step further, into the competitive landscape of fully online program delivery, a step, MSU is now primed and due to take. OPDT initiates, coordinates, and supports fully online program delivery while striving to maintain: -curricular quality -faculty dedication -personalized attention -technological sophistication OPDT seeks to expand access to a quality Montclair State University education through: -Non-conventional Student Populations -Incremental Enrollments Charge: 1. Identify complete programs to be offered fully online in collaboration with Deans. Assist Deans to find and review best available market data to verify demand for proposed programs. The OPDT will assist in standardizing this process and sharing data which overlap from program to program. 2. Maintain continuous evaluation of adequacy and availability of faculty development resources for preparing and delivering online programs; recommend improvements. 3. Recommend technological and pedagogical benchmarks to apply in evaluation of faculty readiness to offer the programs identified. 4. Ensure that application and admissions processes for online programs are fully operable online themselves and appropriate to the programs offered in cooperation with the Office of Enrollment Management. 5. Explore and recommend appropriate online student service models in consultation with Student Development and Campus Life. 6. Design a program assessment model specific to online programs. 7. Ensure creation of appropriate marketing and recruitment strategies for online offerings in cooperation with the Office of University Communications. 8. Provide comparative data on incentive structures for participating faculty. 9. Serve as consultants for discussions of intellectual property issues; review existing and comparable agreements. 10. Monitor the LMS pilot project. Composition The OPDT consists of 4 members: Joanne Cote-Bonanno, Associate Provost, Team Leader Yanling Sun, Director of Technology, Training & Integration, OIT Jamie Bilella, Director of Summer Sessions and Special Programs AJ Kelton, Director of Emerging Technologies, CHSS In addition, there is an Advisory Board that consists of at least one person from each College/School, primarily faculty. This Board serves a consultative role on matters technical, political and pedagogical. Members may be consulted individually for issues appropriate to their expertise or as a group. OPDT also consults and collaborates with the following: -Office of Enrollment Management -Student Development and Campus Life -Office of University Communications -Library Implementation of the Online Initiative Timeline Fall 2006 MSU began its journey with 7 hybrid and 2 online courses. AY 2006-07 saw growth to a 34 hybrid and 5 online courses. AY 2007-08 growth continued with 74 hybrid and 15 online courses. AY 2008-09 more momentum took place with 136 hybrid and 40 online courses. AY 2009-10 (including Re-establishment of Winter Session) saw even more growth with 202 hybrid and 134 online courses. AY 2010-11 growth continues with 254 hybrid courses and 257 online courses Fall 2010 Montclair State University was now ready to move to fully online programs. OPDT launched to begin focus on fully online degree and certificate programs. 10 possible existing programs were identified by Deans and OPDT for online delivery. Market research consultants were brought in to assist in the decision making. The decision was to launch 3 Masters programs in 2011-12. Online Program Course Template was developed using the Quality Matters rubric as a guide and was vetted with faculty. Online Program Development Process and Online Course Design Process were developed. Instructional Designer search begins. Spring 2011 Online Program Course Template disseminated to Departments developing fully online programs. Online Program Development Process and Online Course Design Process disseminated to Departments developing fully online programs. RFP developed for outsourcing infrastructure to support online programs: marketing, recruitment, enrollment, financial aid, retention and technology services. Meeting with University President, Provost, VP for Finance, VP for Instructional Technology, VP for Human Resources, VP for Advancement to determine the direction of the online program launch. Summer 2011 Summer Institute in course design for faculty developing course for online programs. Instructional Design teams and faculty begin work on 3 fully online Masters programs. RFP approved by Board of Trustees RFP put out to bid Company selected from bidders to begin building the marketing, recruitment, enrollment, financial aid, retention and technology services Fall 2011 It is anticipated that 3 fully online Masters degree programs will be launched with support between October 2011 and January 2012. Instructional Design will continue on at least 4 new programs to be launched in Summer or Fall of 2012. Next Steps The MSU Online Initiative projects that by 2013-14 MSU will have at least 10 fully online programs launched both graduate and undergraduate and several certificate programs. OPDT will continue in its coordination and supportive role of online programs including faculty and staff. Ongoing evaluation of courses, programs and faculty. Ongoing faculty development initiative available to all faculty both full time and part time.

Lead Presenter

Joanne Cote-Bonanno, Ph.D. is currently Associate Provost for Academic Programs and Assessment at Montclair State University in New Jersey. She has been in Higher Education for over 30 years and has served as a faculty member and Director of numerous grants and projects at Montclair State University. She also served as Dean of Adult and Professional Programs, Dean of Curriculum and Faculty Development and Director of Online Learning at Centenary College.

In her current position at Montclair State University she is responsible for overseeing the Online Initiative at Montclair State University, in addition to Curriculum and Assessment. Dr. Cote-Bonanno is the Online Program Development Team leader and works with faculty, staff and consultants to implement this initiative. Her experience is based on a strong educational foundation and a spirit and leadership style of collaboration and partnership with all constituencies. She has a strong track record in leadership, advocacy of both students and faculty and program vision.
