MERLOT featured International Panel will situate the current development on Open Education Resources (OER) and the needs for an international research agenda focusing on the utilization of OER in the curriculum and the assessment of learning outcomes. The panel will elaborate on eLearning and telemedicine research capacity building in Africa and the critical role of higher education in Africa could play. The needs for an international OER research agenda was drafted in a declaration, the Declaration of Yaoundé on OER Research – during the 2nd ict4Africa International Conference (ICT4A 2010) held in May 23, 2010 in Yaoundé, Cameroon.
