Abstract:
This paper reviews online enrollment trends in higher education, describes the characteristics of online programs that have scaled successfully to meet increasing demand, identifies challenges impacting the continued growth of online enrollments in this sector, and outlines the opportunities for increasing access to higher education through scaling of online initiatives.

Updated bios for Jacqueline Moloney and Burks Oakley II
Moloney's and Oakley's bios have changed since 2006 when they co-authored "Scaling Online Education: Increasing Access to Higher Education." In 2010, Jacqueline Moloney is Executive Vice Chancellor at the University of Massachusetts Lowell (see http://www.uml.edu/about/leadership/Moloney.html) and Burks Oakley II is a Professor Emeritus in the Department of Electrical and Computer Engineering at the University of Illinois at Urbana-Champaign. He also is a Visiting Research Professor in the Office of Technology-Enhanced Learning at the University of Illinois at Springfield (see http://www.burksoakely.com).
Both are recipients of the Sloan Consortium Award for Most Outstanding Achievement in Online Learning by an Individual.
